ANGLO-FRENCH FRIENDSHIP (United Service.) TORONTO, Nov. 8. When the University of Toronto conferred the degree of Doctor of Laws ou Sir Austen Chamberlain, British Foreign Secretary, he said he believed the peace of Europe rested on close friendship and' understanding between tho English and French races.
