NEW GUINEA CONTROL
REPORT TO COMMISSION (Australian and Cable Association.) GENEVA, June 25. Sir Joseph Cook, in presenting the New Guinea report to the Mandates Commission, pointed out that the system of control included the control of new districts, chiefly in order to gain the confidence of the native population. The outlook was generally satisfactory, but in two islands the population was dwindling owing lo the natives buying l-ice instead of planting food, also because they were practising infanticide.
