TURKEY AND GENEVA GENEVA, June 14. Officials at the International Labor Conference were perturbed by _ a contretemps arising from Turkey's application to be allowed to send an official observer.
The credentials committee blundered badly when it granted the request. Many delegates were first aware of the decision when it was printed, and now point out the unwisdom and danger or allowing the presence of a State which had refused to join the League. A delicate diplomatic situation has arisen. The conference held a secret session, but it broke up in •confusion, and the only solution appears to be to refer the matter to a plenary session.
