HOWARD LEAGUE
REQUESTS TO GOVERNMENT (Per Press Association.) AUCKLAND, this day. The committee of the Howard League for Penal Reform entertained memborfe of Parliament, and resolved to draw the attention of the Government to the need for the classification of all offenders, mentally as well as physically, and from dealing otherwise than by imprisonment with offenders who either are feebleminded or mentally abnormal; and that provision be made go that on complaint of a pynrnt, guardian, police, or probation officer, magistrates could bring under proper control and*, supervision young persons over and not over 21 without recording a convict-ion against them!.
