INVALID EMPEROR
SPECIAL STEPLESS GARDEN. TOKIO. Sept. 18. The Emperor of Japan, who is 47 and has been a hopeless invalid for tho past four years, will, according to his staff of physicians, never see bis capita! again. He is at a palace at the seaside resort of Dzushi, near Kamakura. This palace, whieli was wrecked in the great earthquake of 1523, has recently been restored and prepared as a permanent residence for the semi-paralysed Emperor and the Empress. A garden has been laid out. a copy in miniature of a. favorite garden of the Emperor's in the compound of tho Imperial Palace at Tokio. Thero are no steps in the garden nov in the sections of the palace used by the Emperor. Six physicians are attached to the suite, one of whom is always in attendance upon the invalid, so precarious is his condition. Tho Dzushi palace is close to the Yokosuka naval base, and, as an entertainment of the Emperor a cruiser frequently comes to anchor close to shore and its band gives a programme of music.
