MUCH UNDER STRENGTH OFFICIALS CONCERNED (Australian and N.Z. Cable Association.) (Received December 6, 12 noon.) WASHINGTON, Dec. 5. Mr Davis, Secretary of War, and General John Mines, Chief of Staff, in their anual reports stress the appalling condition of the army. They declare that the terms of the National Defence Act, which provide for the maintenance of an army of 280,C00, have not been fulfilled. It i.s alleged that the army now has only 40 per cent, of contemplated strength.
