LONDON, Dec. 5. , Following a decision by the Imperial Conference regarding the advisibility of encouraging Empire films, the Homo Government is drafting a Bill to prevent blind and block booking and providing a compulsory quota, beginning with fj per cent. The operation of fiio quota, however, will be postponed for a year from tho date of legislation to enable the producers to meet .the. demand. '
