Prince Arfa, the Persian delegate, sent a letter to the League of Nations announcing that Persia associates herself with Finland's objection to the interpretation placed on the covenants of article 16 in the Locarno agreement, which it believes tends to weaken the guarantee of security between the members of the League. The Secretary-General announces that Russia has not replied to the League's request for information as to the composition of the naval forces in the Black Sea, but the League believes that it is unchanged since August, 1925, the date" of the latest return. Russia also refused information regarding her air force.
