SOUTH AFRICA'S ATTITUDE HERTZOG'S DOCTRINE REPUDIATED BY CONGRESS (Elec. Tel. Copyright—United Press Aesn.J (Australian and N.Z. Cable Association.) (Received October 27. 2 p.m.-) CAPETOWN, October 25. The Provincial Congress of the South African Party in Natal unanimously passed the following resolution: "This conference, representing a great majority of the people in Natal, emphatically repudiates the doctrine of international independence propounded by the Prime Minister at the Imperial Conference, which has Hoi received the approval of the Parliament of the people of South Africa."
