THE BOROUGH BOUNDAEIES MANAGAPAPA CLAIM The commission which was set up to inquire into the petition for the exclusion of a, portion of the outer area of Mangapapa from the Borough of Gisborne has rejected the claims of the, petitioners, and po alterations-will be made in the boundaries &f the borough. The. recommendations of the commission are as follows : (I) " That the prayer of the petition be Kilt acceded to or granted. (2j ' That the area referred to in the petition be not excluded from the Borough of Gisborne and, therefore, notj included in the County of Cook. (3) That no report is necessary id be made as to the suitability or otherwise for municipal control of the area,, and no recommendation is made as toj alterations of boundaries of the saidi area, or at all. , (4) " That your commission recommends that the costs of the commission, other than of parties, be borne by the said Borough of Gisborne and " the County of Cook in equal shares. COLLECTING THE COSTS. In a covering letter on the subject ihe Cnder-Secretary of the Internal Affairs Department gives details of the dispute. The letter is as follows:- " With further reference to the proposed alteration of boundaries of tha Borough of Gisborne by the exclusion therefrom of portion of the" Mangapapa, area, I have to advise you that thq commission which was appointed t*» consider the- matter has now'furnished j its report, and has recommended) that no alteration of- the boundaries of the borough be made in this case. " For your information I am enclosing a copy of the report of the commission, and have to advise that it 'is), intended to give effect to the recommendation as to the boundaries" of the borough contained therein. '" You will observe that the commission has recommended that its cost be borne by the Gisborne Borough'Council and the Cook County Council in equal shares. "The"commission, acting under warrant issued' by Your Excellency, dated June 23, 1926, to hold an inquiry and make a, report upon the subject matter of a petition praying for the exclusion from the Borough of /Gisborne and the inclusion in the County of Cook of the area referred to in the petition, heldi its sitting at the Courthouse at Gisborne onj Wednesday and Thursday, September 15 and 16. %■ "The petitioners were represented by Mr L. T. Burnard as counsel. Mr Wm. Parker, of Mangapapa, appeared' in opposition to the petition. The Gisborne Borough Council was represented by Mr. H. D. Chrisp an<j>he Cbok County Council by Mr. J.' Blair, both, councils agreeing to abide by the decision of the commission.
