AGREEMENT WITH FRANCE STRESEMANN'S DECLARATION (Australian and N.Z. Cable Association.) (Received October 4, 1 p.m.) BERLIN. October 3. "The new Germany can only be found in peace, which essentially must bo preceded by a Franco-German understanding," said Dr. Stresemann, addressing the People's Party in congress. "The Tliory policy consists of the reconstruction 'and liberation of Europe," he continued, "but it needs the participation of other Powers, as well as those dealing with reparations, including America, whose policy is actuated by a desire that the real pacification of Europe may be brought about by the Dawes schema" Dr. Stresemann said that he believed the Tliory proposals agreed with the American' policy, as it was intended to achieve a real peace, no longer disturbed by foreign occupation. He regretted the recurrence of the old allegation that the Central Powers alone were responsible for the war. Germany would welcome an impartial tribunal to hold am investigation' into the causes of the World'War. He hoped soon to see a definite liberation of the occupied areas', resulting in a definite commencement of the reconstrugljoii, period. .
