AMBITIOUS SOVIET.
CLAIM ON ARCTIC LANDS. POLAR .TERRITORY WANTED. (The Times.) (Received April 17. 1 p.m.) LONDON, April 16. The Times' Riga correspondent says that apparently in connection _ with Amundsen's expedition, the Soviet is proclaiming as Soviet territory all lands and islands which may be discovered northward of Ihe Soviet coasts to the North Pole, irrespective of by whom lliev are discovered.
