REVISION OF-CONVENTIONS,

NEW TREATY: BEING MADE

(Reuter’s Telegram.) (Received April 16, 3.30 p.m.) LONDON, April 15.Thp. International Shipping. Conference, adopted a resolution-,dealing with matters affecting tho..safety. of life,-at-, sea. The resolution was noted pleasurably. Britain will shortly he railed Jo a diplomatic conference to revise the convention in this connection.

Tho conference also, noted 1 with alarm (lie increasing practice.-.of sending out distress signals unwarrantedly-.-’A-resolu-tion called on all Governments to'-co-operate; immediately, in checking-- this dangerous abuse.

A resolution was adopted in favor of an international plan-for the avoidance of all double taxation. Stress was also laid on the necessity, for, and the -difficulties in compiling different returns.

AI. Louis Frank, reporting on the recent Brussels’ Diplomatic Maritime Conference,- at whiclr he presided, referred, inter alia, to the-discussion on the immunity or State-owned shipping fromclaims in respect to collisions, etc., and also freedom from-seizure and arrest.

Private owners objected, l and urged an uniform law if States were engaged in commercial shipping. He stated that agreement was reached at. Brussels, wherein the Japanese -delegates had : not subscribed,' ponding communication with their Government.
