PLANS TO FEED BRITAIN.
GOVERNMENT RISADY FOR EMERGENCIES. TEN COMMISSIONERS. ' LONDON, Nov. 19. The formation of a skeleton organisation to feed Britain in case of national emergency, which was decided on by Cabinet m dune last, has readied a, stage which enabled the Home Secretary, Sir William Joynson-Ilicks, to state in an address recently that 'the Government organisation for maintaining the supplies of this country is in existence to-day in every corner of the land. A civil commissioner, whose task is to keep the ucccssiiiry machinery in working order, has -been appointed by snu-es-sive Governments in recent years, ami the present holder of the position is the r'ostni,a.st«--<;eiieial. Sir William Mil.-chel!-Thomson. XINF DISTRICTS. The Daily Express understands that, further, the* country ha« now been divided into nine districts, each presided over hv a civil commissioner. This official Will have ample powers to act ill ease r.f strikes or other national crises. His task will be to organise traffic, to secure food supplies, and lo take steps lo protect the public. He will have inspectors and assistant inspectors for motor traffic, railway traffic, and for food supplies. Tin' various Government departments- in Hie piovincts will be al Irs disposal. The necessaiy appointments have already been made, but they will come into operation only in ease of i atinnal emergency. The scheme is so complete that it could come into operation willrn four hours of Hie outbreak of a general strike or of some similar disturbance.
