HOBART, Nov. 18.—Tbe House, of Assembly lias passed a bill to make tho imposition by money-lenders of excessive rates of'interest a criminal offence. The rate is limited to 100 per cent., and lenders charging more will render tlicmsolves liable to imprisonment kn 12 months, or a fin a of £l9O.
