Caillaux, in a speech at the Chateau Du Loir in his own Department of Sarthe, outlined his financial policy, namely, firm opposition. to a capital levy and forced consolidation of short term debts or a reduction of interest and rents, but a policy of progressive taxation, severely hitting opulence, and pitiless taxation on luxuries, special but moderate taxes on all forms of wealth, and a reduction of expenditure. He declared they would only get out of the wood slowly. It was impossible to restore the finances in a few months. M. Caillaux concluded in a fighting spirit, clearly re: ferring to the possibility of. his immL heut resignation. He declared that he would be only too glad to return to the ranks. Ho always would be a devoted servant of France. He had . suffered and doubtless would suffer many trials and awaited fresh. crowns of thorns on his forehead which was still bleeding. But, like the old oak in the forest of Sarthe, which the lightning struck but had not felled, he stood upright for the defence of the public finances and the defcnco of the Republic against reactionaries, and against feudalism. Referring to war debts, M. Caillaux'said ho was confident a settlement would ‘bo reached before many months. ' The newspapers express the opinion that if M. Caillaux refuses to come into line with the Bloodcsgnucho upon taxation and will not resign, Cabinet will tender its resignation and the President will ask M. Painleve to fora, apother Ministry eliminating M. Caillaux’s supporters, M. Painleve or M. Louehour becoming Financo |Mlnister.
