GERMANY AND THE PACT.

Discussing the French Note un the subject of security, Cabinet lias concluded its deliberations. It is suggested that, the view taken is that a definite arrangement should be begun immediately. It, is pointed out rant. Germany would welcome discussions leading to new practical guarantees and real peace, founded on the security pact, with the basis of complete reciprocity. Berlin reports that Cabinet submitted to llindenbiirg, for signature, a memorandum setting out the German Government’s view on the Pact. It is understood Cabinet was unanimous in the matter of retaining a free hand towards tho .States not .included in the Pact.

The Daily Express’ Berlin correspondent says the memorandum will attest that the French policy is one of imposing unbearable burdens, actually sabotages, on Germany’s original proposal. It will also point to the British Dominions’ opposition to the French proposals. LONDON, .June 28. Mr Gavin, writing in tho Observer, commenting on Air Chamberlain’s speech on the Pact, says: The difficulty remains and it is important that Paris should not be misled. Nothing on earth will induce us to become sponsors of Polish-Czci.h alliances, whereto we are no party, or run the risk of being dragged into any war against our own will and judgment.
