THE FRENCH ATTITUDE
(Reuter’s Telegram.) (Received March 2, 1 p.m.) PARTS, March 1
M. Herriot, in a statement before tho Senate Foreign Affairs Committee on tlio subject of inter-Allied debts, said that the French debt would liavo to be subject to a reduction equivalent to jjiat which the French claim on Germany had sustained, and account must be taken of the British claim on Russia, whose lack of assets'should not recoil on France. France, Italy, and Rumania simply refused to pay unless the question of reparations wesro taken into account.
