A NOTE FROM THE POWERS.
(Reuter’s Telegram.! (Received December 10, 11 a.m.) PEKIN, December 9. Foreign Ministers met to-day and finally drafted a note to the Chinese Government, drawing attention to the necessity for observing treaty obligations, and indicating the readiness of fhe Powers concerned to assist China in accordance with the terms of the Washington treaty, ~ if China’s foreign obligations were, fulfilled.
