It will announce n policy of constant consultation with the Dominions through the High Commissioners, and that Britain will not declare judgment on the Geneva protocol till the Dominions' views are ascertained. Referring to the cabled discussion concerning the constitution of the Empire, Mr, Massey yesterday made a statement supplementary to his former advocacy ot representative Empire statesmen meeting occasionally in the overseas Dominions. "I Agree almost entirely with the opinion expressed by Colonel Amery," said Mr. Massey. "When representative statesmen of the Empire can come together in a round-table conference they will have no difficulty in arriving at an agreement, and the oftener they come together the better for all concerned. As to meet'ng occasionally in overseas centres, I have advocated, this on a number of occasions, and' am confident that it would he nn advantageous arrange menf. If the Secretary of State lor the. Colonies can find time to visit the Dominions, well and good. He will gel a heart v welcome wherever he goes, but better still would it be to have periodical conferences in different countries in the way T have suggested."
