Chicago, said the United States wanted to see Europe raised as. far as possible to the American economic standards. "We have attempted to. perform "sorvices for European, nations," he said, "because by that means ia a broad way we are serving ourselves. We want to see in their prosperity the opportunity for larger markets for our own productions. Wo wish to help them, moreover, because it is only through service that we can develop our industrial and national lives. It is along this course of action that we are most likely to contributeto those conditions which are. most effective in maintaining universal peace, and will make the largest contribution to the ad : vancement of human welfare. My expectation is that wo may hopefully approach other great Powers for a further conference on this subject as soon as tha carrying out of the oreseiit efforts secures a settled policy in Europe and creates a favorable opportunity. Ido not wish to propose or have representatives attend a conference which contemplates commitments opposed to freedom of action, which we desire to maintain unimpaired. With .regard to our purely domestic policies, the .publication of income tax payments would be detrimental to public welfare. ' It is desirable to make a change in the immigration law, to make the administrative features a little' more human, permitting those already here greater latitude in securing the admission of their families."
