GERMANY RAISES DIFFICULTIES,

(Received August .1, 10 a.m.) LONDON, July 31. Dealing with the proposed' Treaty for Mutual Assistance, the Times’ Berlin correspondent says the German Government’s views are contained in a report of its experts to whom the matter was referred. The . Government subscribes to this report, which lias been sent to the League of Nations. It draws attention to the fact that the definition of what constitutes war aggressions is left to the League Council, which is also empowered to organise measures to be adopted against the aggressor, especially the summoning of military forces. * The experts point out that Germany, in view of her complete lack of armament, would be' in an impossible position if compelled Jto abandon her neutrality to join in' an armed conflict as the result of a decision by the League. Germany could not. agree to any such scheme.
