Cabinet has approved a proposal to exempt from taxation for a. period of four months all articles of clothing, foodstuffs, shelter and materials intended for the relief of Hood sufferers. The level of the river at Hankow has reached 48ft., the highest point in 35 years. Continuous pumping of the drains has kept the concession from Hooding, hut with a further rise a flood is unprevent ible.
