GERMANS’ DREAM OF REVENGE. HERIOT’S DECLARATION. (Tlie Times.) LONDON, June 16. The Times’ Paris correspondent says : M. Ileriot, told a Paris correspondent that the appointment of General Nollett as Minister for War was a- plain warnjng to those beyond the Rhine, who dream of revenge, that military control must be continued and he reasonably effective. Germany, he declared, was engaged in carrying out the same operations of she did after the peace of Tilsit in 1806. She was giving the whole of her young mem military instruction on a large scale hy all sorts of means, especially by the so-called gymnastic associations. His Government, would be disposed to follow a- conciliatory policy towards Germany, but everything depended on Germany, who must, prevent the Nationalists carrying on their propaganda. The present system must- be altered. If his Government could not obtain satisfaction, it would deal in the firmest possible way with the German reactionaries. This was the only way wherein to safeguard the. rights not- only of France, hut of the democracy of the whole world. M.
