MATAKAOA COUNTY COUNCIL.

A special meeting of the Council was held on August 18 to consider balancesheets for two years ended March 31, 1923, and Auditor-General's reports thereon. Present: Crs. Medical \ Officer of Health, covering regulations • for» tho cleansing and ventilation-' of'theatres and'picture halls, and'suggesting that the enforcement of the regulations bo placed in the hands of the sanitary inspector, also requesting the Council's comments upon the regulations.—Resolved that the, Medical Officer of Health be advised that tho Council adopts tho regulations, and that it will proceed to have them carried into effect. From the Medical Officer of Health, covering fresh regulations in respect of

tho construction and sanitation of saleyards, and recommending that same bo adopted, also requesting tho Council's consent to him having its county gazet-

ted a district in which the regulations shall apply.—Resolved that this Council adopts tho regulations and that the Medical Officer of Health be authorised to have its county gazetted a district in which they shall apply. From the Surveyor-General, advising that the road lines laid out through tions of tho Wharekahika blocks were proclaimed public roads by proclamation published in the Gazette of July 5, 1923.—Received.

From Mr. G. L. Hartgill, acknowledging request and consenting to tho temporary movingback of his fence on the Potaka Cape Runaway road, and advising that he had notified his manager accordingly.—Received. From the Richardson Shipping Company, acknowledging letter forwarded re the checking of cargo at To Araroa jetty, and advising that it could not accede to tho Council's requirements on the grounds that the ship's responsibility ceased when tho cargo was placed in the surf boat, also , advising -,thai should the Council enforce its decision,

the company would be obliged to cut Te Araroa out of its itinerary.—lt was proposed by Cr. Wood, \ and seconded by Or. Walker and carried, that tho clerk write the Richardson Shipping Company, stating that this Council cannot see its way to alter its decision as regards receipt of cargo at To Araroa jetty. ./From the secretary of the Matakaoa School Committee, asking that repairs be'effected to the Works road at Hicks Bay^—Agreed to. From the Public Works Department requesting a copy of the tender for contract No. 3/22 on the Hicks Bay-Wha-ngaparaoa road, also an assurance that the Council will provide from its own funds the amount of £67 Ise 6d in excess of the grant.—Resolved that the clerk furnish the Department with its requirements and an,assurance that the Council will provide all moneys required for the contract over and above the grant'of £6OO, From the Public Works Department, advising that the proposals submitted for the Potaka-Waikura road were satisfactory and that authority for £IOOO has been issued.—Received.

From the Main Highways Board, acknowledging' the Council's letter pointing out that part of the Opotiki County Council could advantageously •bo included in Gisborne Highway District No. 4, and advising that although tho Board considered the contention probably correct, it considered that the boundaries of' counties as present existing should at all events for the present be adhered to.—Received.

From the Main Highways Board, pointing out that in order to permit it performing its functions without delay upon the coming into operation of the Main Highways Act, it was essential that the question of grouping and consequential setting up of District .Highways Councils be disposed of at an early date, .as this was the first step to enable the. groups to. function .under the Act, and advising that it will be necessary for each Council to indicate whether or not" it /concurs in the suggested grouping, also that it is suggested that a conference of delegates from each county bo convened at. an early date to arrive at a definite conclusion in the matter.—Proposed by Cr. Wood, "that this Council approves of the proposed grouping in Highway. District No;-4, and that the chairman (W. F. Metcalfe, Esq.) be appointed its representative on the District Highways Council.'.'—Seconded by Or. Walker, and earned.

From the Valuer-General, advising that his Department's revenue was being considerably affected through local bodies -who -were supplied - with valuations for'rating purposes only, furnishing gratis valuation data to financial agents and institutions who should obtain same from the Department and pay for it at a prescribed fee, and requesting tho Council's co-operation by referring future applicants for valuation figures to his Department.—Beceived. From- the Waiapu County Council, acknowledging requests re Pakiakanui road and Rotokautuku bridge, and advising that such were" receiving its careful consideration.-^Received. Prom Messrs. Rees, Bright, and Wauchop, advising that a proclamation has now been issued, proclaiming the road through the Whetumatarau and Papatarata blocks, and that same is published in the New Zealand Gazette of | Juno 28, 1923.—Received. From- tho Waiapu County Council, embodying its resolution re a combined !deputation to wait on the Prime Min,isler. —Agreed to. From the Cook County Council, ad.vising that it had approved of the proposed grouping of counties in Highfway District No. 4, and pointing out (that it is most probable that tho grouping will be,acceptable to the other coun<tk& concerned, and that if the contention proves correct there would bo no to hold the-suggested..conference ;to consider that aspect of the matter, 'also requesting to be advised as to whether or not this Council approved,of •the.'grouping and to be furnished with [the name of its representative appointed to the District Highways Council.— ■Resolved that the Cook County Council ibe advised that this * county approves io'f the suggested grouping, and also that iithad appointed' the chairman (W. F.' iMetcalfe, Esq.) its representative on tho District. Highways Council. , • i From tho Minister of Agriculture, acknowledging request to have certain plants declared noxiouß weeds in the Matakaoa.County, and advising that the iCouncil will require to have tho plants named so declared by special order, and

■that such special border needs to be sent him for gazetting.—Received. : Tho levying of a general rate of 2jd in /he £ on the rateable' value (on the /basis of the capital value) over all rateable property in each of the several ridings, commencing on April 1, 1923, and ;end on March 31, 1924, was agreed to. It was proposed by Cr. Wood, that Renders be called for contracts'between Materawa and Mohau as soon rfs the plans of the works are. returned to tho office, and without/ awaiting a meeting of the Council.—Seconded by Or. Reed, and earned. ; It was proposed by Cr. Clarke, that tenders • be called for Whakaaingiangi road as soon as plans of tho work- are to hand.r-Seconded by Cr. Maddox and carried. . Various necessary works, were referred to and approved. Cr Reed drew attention to the recent flooding out of McKeddio's stables by storm water, and recommended that a drain be cut along the road to prevent such floodings.—Resolved that the oversoer be instructed to submit a scheme for improvements'at the next meeting, and also that he submits a scheme for the draining off of storm water from the main streets of Te Araroa. , The overseer reported oni the works carried out during tho pasjrfmonth, and upon works in progress* received
