BAN ON PROCESSIONS.
INDIAN LEGISLATORS OBJECT.
MOTION AGAINST ORDER.
SIMLA, August B.—After two days of animated debate the Provincial Legislative Council of the Central Province carried, 4 by 31 votes to 26, a nonofficial motion urging the immediate cancellation of the Magisterial order under section 144 of the Criminal Procedure Code forbidding unauthorised flag processions.
The Government’s case was presented by Mr. A. E. Mathias, the Chief Secrotary, who described the flag movement as “a deliberate defianco of the law” and as “civil disobedience.” , Sir M. V. Joshi defended the Government’s action. He intimated that the prohibition order would automatically lapse on August 17, and said that unices there was .a breach of the peace, processions would be allowed under certain conditions. Ho asked the Council to reject the motion. ./• The Government lost on the division, but the Council’s recommendation is not binding on the Executive.
