Mr. Hughes, replying to u'letter from Mr. Gompers asking the American attitude towards Russia, reasserted that the United States delegation would not grant recognition to the Russian Government at tho present time. The States, contrary to European customs, did not withhold recognition from a Government arising from revolution, but it must ho assured such Government has popular support. In conclusion, Mr. Hughes said: "Tho United States cannot consider tho recognition of the Soviet until it receives convincing evidence that the Soviet will observe tho fundamental conditions of international intercourse, and abandon its persistent attempts to subvert tho institutions of democracy as maintained in tho United States and other countries.”
