In connection •with' the motion carried on tho deputy-Mayor's casting vote rescinding proportional representation for Ofiristchurch city, Councillor Elizabeth -McOombs has written ,-to tho town clerk, pointing out that tho resolution is ineffective, as proportional representation .can only be adopted or revoked by a special order, add the Municipal Corporations Act, 1920, makes it clear that the carrying'of a resolution does not constitute 'the making of • a special' order}
