COLOGNE, July 9.
The French announce in Dussoldorf that, in retaliation for the arrest of the French citizen Scliuldec in May, and his detention pending trial at Leipzig, they have decided to arrest every other day ono German in a good position, who will be kept in the ordinary cells till Schuldue is released. They have already imprisoned a high school professor, a bank director, a lawyer, and a college principal. LONDON, July i).
A Berlin correspondent says the segregation of Ruhr makes existence increasingly unbearable for the workers. Therefore from their representatives there goes out continual pressure on tho Government to keep the policy moderate, so that no chance oi: coming to terms with Franco may bo lost. At the same time France's Ruhr policy is driving the Nationalists of the Right to more violent opposition. Tho results of tho provincial elections suggest that the Cenfcro Party is going to the wall and the Cuno Government becoming more susceptible to the Right. As a matter of fact tho heads of any Government giving signs of readiness to the party would be in danger of nrsiisainatiou by the murder bands of the Right. Tho conditions arc becoming like those of 1018; but thifi time flic Right does not mean to be stabbed from behind .by a revolution of the musses, without -a struggle. It is getting; ready to light, and means to yet its blow in first.
' SHOULD DISAPPROVE OF SABOTAGE.

Lord Curzon had a conference with the German Anibassabor. He discussed sabotage in Ruhr and Rhineland, also the gelncral question of passive resistance. He gave a decided hint that the German Government would be well •advised to make unmistakeably dear its disapproval of tho acts of sabotage.
BELGIUM'S POLICY.

Tho Cabinet re-examined the international situation. Though the moment does not seem favorable for tho opening of Franco-British pourparlers, Belgium has decided to continue its efforts- to reach an entente.

Tho Journal's London coiTespondent declares that tho British Government, considering France's arguments insufiicient, has abandoned the idea of arranging a mutual concert with France rogarding Ruhr and reparations, and does not intend to make a further effort in that direction. Britain is now engaged in drawing up a separate answer to Germany. The Echo de Paris states that Britain is considering the isolation of France.
