In any big undertaking I am in favor of 'adhering to ihe Contract System wherever it is possible to apply .it. If elected I shall oppose the prosecution of the Reynolds' Outer Harbor scheme until other less extravagant proposals have been subjected, to further investigation and until the pledge, given by the retiring Board, to verify and confirm Mr Reynolds' estimates of total cost has b-pen redeemed.
