A special meeting of tho Board of the Empire/ Exhibition issued' a report, obi the Wembley scenes, staling the trouble was duo entirely to the unprecedented crowd, which was three) limes greater than anticipated. All reasonable steps were taken to obtain order. Nearly fivo hundred police, in addition to the mounteds, together with two hundred officials, were present. Tho traffic arrangements were si/ admirable that tens of thousand's of people landed on the scene with extraordinary rapidity. Once the crowds rushed the barriers no force was adequate to cope with the situation.
