In any big undertaking J am in favor of adhering to the Contract System wherever it is possible to apply it. If elected 1 shall oppose the prosecution ot' the Reynolds' Cuter Harbor scheme until other less extravagant proposals have been subjected to further inrcftiffation and until the pledge given by the retiring Board, to verily and confirm Mr Reynolds' estimates of total cost lias been redeemed. - In the event of investigation failing to disclose a reasonable alternative, and (he. total cost of the Reynolds' first instalment being proved to be within the sum .if £750,000 sanctioned by the_ ratepayers, I have no intention of acting as in obstructionist; on the contrary, I will co-operato loyally in the effort to bring to a successful issue that or any other scheme that may he embarked apon, and to secure for the district the best possible results for their expenditure of money.
