A PROVISIONAL AGREEMENT.

BERLIN, February 28. An agreement, provisionally reached between the Reparations Commission and Germany, provides for an annual payment of £720,000,000 in cash, and £1,450,000,000 in kind and gold marks. The former will not be increased if the latter is not reached. There will bo a simplification of the machinery for the distribution of orders for goods, which are expected mainly to comprise articles not competing with the Entente’s own industries. Steps are being taken to eliminate the middleman.
