Poincare is inviting the Allies represented on the Supreme Council to a preliminary consultation regarding the programme at Genoa, particularly the attitude the Allies intend to adopt at it towards Russia. Some of M. Poincare’s critics regard this as a move intended to wreck the Genoa conference. (Received Feb. 6, 8.55 a.m.) CAPETOWN, Feb. 4. The Italian Government lias invited tlie union of South Africa to send a representative to the Genoa Conference. V L\ Walton, High Commissioner in London, will represent the union with Sir Henry Shakoseh as financial adivser.
