RESOLUTION: “In exercise of the powers conferred upon it by ‘The - Municipal Corporations Act, 1908,’ ‘The Motor Regulations Act, 1908,’ and amehdments thereto, the Gisborne Borough Council hereby, makes a By-laiw (By-law No. IX.) requiring all drivers of motor vehicles to obtain a certificate of competency and to bo duly licensed.” It was resolved that such By-law should come into force on the Ist day of April, 1921.
