GUAM FORTIFICATIONS REGARDED AS THREAT.. TOKIO*, March 7. Additional budgets, appropriating 250,000,000 dolalrs for the Japanese army and navy, have been introduced in the Diet. The newspaper Nicliinichi Shimbun says that the United States fortifications of Guam seriously" interfere with Japan's plan of defence, and it regards America’s action ns a threat against Japan.—A. and N.Z.C.A.
