UAWA COUNTY LOAN.

Mr E. B. Boland, chairman of Uawa County, has forwarded us the following statement: — ; "As the ratepayers are asked to decide, on the 26th inst., whethey they approve of the. proposed county loan, the Uawa County Council have thought it reasonable to put before them the suggested method of proceeding with the work contemplated, for the first year or so, and the reasons which appear, to the Council to carry weight m deciding on the ordet and importance of such works. "In ordinary circumstances, it would seem to be the fairest plan to complete the work on the most central roads, that is,^ the Hauiti-Takapau, section, first •as this carried t the %ost 'internal general traffic, and would most immediately benefit the largest number of ratepayers, but ifc has tp' be' kept m mind that, before this bah be taken m hand, practically the whole of the bridges on this road have to be re-erected, and the road re-formed and m some places re-graded. "As; this work will take probably a full season, owing to the quantity of work involved, and difficulty m procuring the necessary timber, it seems to the Council the most practical and reasonable plan, that this work should be taken m band straight away so that the metalling of this section can proceed the following season after a winter has passed tp settle and consolidate the new formation, and that at the same time, the work of mo tailing from Pakarae river, backwards towards Hauiti, along the now road, be undertaken, as that road has had time to consolidate since its first formation, and will only need trimming to make it m first rate order to receive the coat of metal. "It is hoped that, with the use of the motor lorries, which it is intended to purchase, and if possible with the added assistance of one pr two more', if they can be liked, ifc will be posible to make great progress, with this work, nnd that a large proporlioiv of this section will bo completed before tho wet wqather sets m. "Following the completion of this s'iction, tho road to Takapnu, with the bridges renewed, and formation consolidated, will be fit for metal, and will be ilso then taken m bond, metal being continuously laid from Takapau turn off to Hauiti till completed. "The Council is of the opinion that tfie ■ question of tar sealing should be left for final decision till after Mr Keane's return from America, when his full report, lo the Cook County Council will be available, and which then can bo considered m tfie liprht of thc present reports of Mr Bush, the Auckland City engineer, and of tho engineers who have lately visited Taranaki.

"Any further works from Hnuiti to Mangal.nnn should not be undertaken till f .hese other works are completed, or m a very forwnrd state, for the obvious renson that it would be unwise to brenk np new work on this road by the very henvy work involved m carting metal from the ounrry nfc Mangatuna. "In nrrivinpf nt those decisions we wish to make ifc cmifce clear thai; the desire of tho Council is thnt nil works taken mi hand shall be made of direct benefit to the largest number of ratepayers with Mm lonsfc possible delay, nnd tho Council will use its best, endenvors to carry out all the works approved by the rntepay-, ers economically, experlitiously, and with' the sincerest wish to be perfectly fair to all." •*- •* v ■■■• •
