A special Trade Union Congress has opened m London to consider the nationalisation of mines, cost of living, unemployment, conscription, and the Russian policy. There are 750 delegates present, .representing over* five mallion workers. Mr Thomas, who is presiding, said that the management of the coal industry d-'sgusted the owners, irritated the miners, and bewildered the public. Labor's goal was to organise society, not on the basis of class distinction, but by piving the weakest a fair chance and the strongest an opportunity of helping the weak*. Political acton was less costly and easier than industrial. Trade Unionists were the strongest, organisation m the - country, and must exercise their power wiith a due seme of responsibility. Mr Thorn e advised coai owners to sell out as quick as possibe. They would not get as good terms 'from the Labor Government.
