Seely, replying to charges of extravagance, said the vote of sixty -six millions included a large sum for completing war contracts. He had contracts under the armistice for production of fifty thousand aeroplanes annually. The air force had been" reduced from thirty thousand officers to ten thousand, and from 264,000 other employees to 63,000.
