Lenin has ordered the Minister of Railways to prepare an understanding Wiethe Menshevists (Moderates), and has issued a proclamation reproving workmen for continuously demanding higher wages. The Government recently sough* o suppress strikes, and executed two 'eaders; nevertheless strikes spread. Th peasants obstinately refuse to send grain to the towns.
