NEGOTIATIONS FO RETURN OF
SHANTUNG.

A despatch from Tokio" states that the Japanese Minister to China has already opened negotiations with Pekin concerning the return of Shantung and that Japan is ready to make such restitution as soon as China is prepared to fulfil the terxns of the dual agreement concerning Shantung. It is stated Ja^an withdraws ' her troops and ' divides Tsingtao into three settlements, Japanese, Chinese 1 and' international*.' I
