The sudden reappearance of a representative of the discredited Hapsburgs ns virtual governor of Hungary is regarded with strong suspicion and misgiving m England and France. The Times' suggests that the Entente mission at Budapest had a share m th< reactionary intrigue which has been developing for several months. The Allies will be gravely stultifying them selves by delegating authority to tin Archduke while claiming to act m ac cordance democi'afiu principles. French newspapers make similar demands. , They strongly suspect the Archduke's aims. The Figaro says the Archduke Joseph and his gen' ials are Magyar and sworn enemies of France.
