NFAV YORK, Aug. 7. v V?i . Times ' correspondent states that the Cliinese Government and people con. tinue to feel that tlie Shantung settlement is a monumental injustice which rannot be defended. It ,is said that the Japanese promise- to restore KiaocM-u is merely propaganda,' and that the only way Japan can ,remove suspicion :s immediately to restore such thingß as she intends to restore.
