VIGOROUS SHIPBUILDING , POLICY. MELBOURNE, Nov 16. The Acting Minister for the Navy (Mr. Poynton) is a. strong advocate of the view that m preparing top the defence m future; earnest consideration should be given to the question of sea power. .
Sir- Joseph Cook is at present engager! m making investigations into the question, and the appointment of first-class wcpert m this branch of defence* is practically decided upon. 'It is predicted that a vigorous policy of shipbuilding will be inaugurated, npt of battleships, but of submarine craft. It is expected that the Flinders base will be available as a naval base early next year.
