(Received Dec. 14, 10.50 a.m.) NEW YORK, Dec. 13. Major-General Kenley revealed an appeal from M. demenceau for five thousand airmen and ten ' thousand air* planes as the basis of the American aircraft programme. The United States had not a single airman trained when the appeal arrived, but within a year 4950 reserve pilots and balloon officers were ready. Four hundred additional pilots were, also trained.
