COPENHAGEN, Nov. 23. ' What is called an All-Russian Government has been fonried at Ekaterinoslav, competed of members of the general staff of the old Volunteer Army with Sudonoff as -Minister of Foreign Affairs. The Government has been formed with a- view to .re-establishing a United Russia on federative principles and keeping the Bolsheviki crut of Ukraine.
The strength and prospects of the new .Government are unknown.

PANIC ON BERLIN EXCHANGE,
arid N.Z. Cable Association/COPENHAGEN, Nov. 22. Reports state that the extremists have seized several German coast towns, and have ousted the local authorities. This has caused the severest panic known on the Berlin Stock Exchange during the last three years.
