' What is called an All-Russian Government has been fonried at Ekaterinoslav, competed of members of the general staff of the old Volunteer Army with Sudonoff as -Minister of Foreign Affairs. The Government has been formed with a- view to .re-establishing a United Russia on federative principles and keeping the Bolsheviki crut of Ukraine.

The strength and prospects of the new .Government are unknown.
