It suggests an age limit of 20, with financial help, but penalties should be provided for childless unions. (Received! May 18, 11.35 a.m.) LONDON, May 17. German statistics show a decline m the birthrate compared with tho prewar rate, representing a decline of two million babies m three years. Tho infantile death rate is fairly low, but is high compared with England.
