TO THE RATEPAYERS. ; T ADIES AND GENTLEMEN,— fi I would respectfully remind the Ratepayers that I will again be a Candidate for. Election for the Hangaroa Riding. I have had the honor of being your representative (with one short break of office during a visit to the Homeland) for seventeen years. My endeavor has always been to do my utmost for the whole of the ratepayers of tbe Riding, and, if re-elected, I will not in any Aray slacken my efforts to secure all possible improvements necessary for the welfare of the ratepayers. I can claim to have a very thorough and intimate knowledge of every portion of the Riding, and it has always been my aim to have the moneys ■ for Riding expended fairly and in the very best interests of all concerned. The Riding is not an easy one to administer, it, having so many communities of interest, but in my honest efforts to be impartial I have, I feel, gained the respect hot only of the ratepayers, but also of my fellow-members on the Council, who have entrusted me with the important duties appertaining to the chairmanship. I fully recognise that a very .great deal has still to be done to' secure much-needed road improvements ih many directions, and it is my firm opinion that the time has now arrived * when the ratepayers should agree to proposals having for their object the raising of moderate sums by way of loans. Under this system it will be possible to make improvements on a much more satisfactory scale, and the works so carried out will afford permanent results, and, consequently, prove very much cheaper in the long rtui. • What ia more, the ratepayers will be avoided muoh inconvenience -which is inseparable from the present system under which, very heavy , maintenance work has to be constantly undesrtaVjen out . of revenue. ■The Riding is rapidly 'becoming more aetfcled, and its growing prosperity warrants the carrying" out of further 'improvements on the lines here indicated. I trust that I may onoe again have the honor of being re-elected to the Council as the representative of the Riding, for I' share the aims of its ratepayers in promoting its advancement and welfare.
