FRENCH SOCIALIST MINISTER ON ECONOMIO PROSPECT.
■ PARIS, August 21. ■ M. Albert Thomas, the' Minister of, Armaments, delivered an important speech-yesterday. at Caen, the capital of Normandy. Speaking to the heart of the working man, he said that the latf ter krtew full well that no .social reform or progress was possible m a vanquished country, or even m one that was exhausted . and enfeebled economically. Prosperity could be secure only by eponoinic- activity and bold initiative. . . . French workmen should , realise that they : could attain comfort and liberty only economic prosperity, and after the military victory^ their ardour: must be devoted to ensuring the economic victory.
