A LADY DIPLOMATIST. (llie Times.) (Received July 12. 12.15 p.m.) , THE HAGUE, July 11. The Anglo-German conference for the interchange of prisoners included a British lady. This is the first time m English history a woman diplomat has been engaged m diplomatic negotiations. Her presence greatly astonished the German delegates.
